November 2024: PVA demonstrated a refined version of 
the tool at the QP meeting. CG-ENG had reviewed it, but 
approval had not yet been granted. PVA reiterated its offer 
to assist with the revision of steel repair NVIC 7-68.
 
March 2025: In a call between CG-ENG, 5P-TI (Traveling 
Inspection Staff), and PVA, the parties agreed on a path 
forward. CG-ENG confirmed the tool was as effective as 
the original PIT program and agreed to send a memo to 
CG-CVC for further dissemination.
June 2025: No memo had yet been sent between CG-ENG 
and CG-CVC.
August 2025: Industry submitted a request to Sector Mi-
ami to use the program on a piece of aluminum plate as a 
further demonstration.
November 2025: At the QP meeting, CG-ENG gave the 
formal go-ahead to develop the spreadsheet-based tool 
into a web application for broad accessibility.
December22, 2025: The web tool was completed. In-
structions and a final resource location for members and 
industry were finalized.
February 2026: The PPAT went live prior to the PVA 
convention in Covington, Ky.
August 2026: The PPAT, as well as repair methods for 
pitted plate are referenced in the revised Coast Guard steel 
repair NVIC 7-68, Change 1.
WHAT THE TOOL DOES AND HOW TO USE IT
The PPAT is a free, browser-based calculator available at 
passengervessel.com/ppat. It requires no software down-
load and walks the user through a structured assessment of 
a pitted plate section based on the SSC-394 methodology.
