SAN DIEGO, CA Participants also thanked Congress for funding the Small Shipyard Grant Program through the U.S. Maritime Administration, and authorizing available $35 million in available funds. This infusion of resources is not only beneficial to shipyards themselves for capital improvements and technological advances, but also benefits vessel operators in the availability of drydock and new boat building capabilities. PVA operators urged Congress to restore and make permanent the previous long- standing provision exempting a “small vessel” (less than 79 feet in length) with no ballast water discharge from compliance with the Environmental Protection Agency’s Vessel General Permit (VGP). PVA members encouraged action on this as currently written in the Commercial Incidental Discharges Act (CVIDA), which not only includes this fix for small vessels but also provides a streamlin- ing of federal regulations for larger vessels making current compliance with the VGP more simplified. Hill Visits Get Results Over the years, PVA’s efforts at the Congressional Fly-In have yielded great results in advancing legislation that serves our industry. For example, PVA’s advocacy efforts brought about the statutory change to out-of-water survival craft requirements. Telling our story of how an overextend law needed to be changed, Congress passed new legislation that returned regulatory deci- sion-making back to the Coast Guard on de- termining appropriate survival craft. This action saved vessel operators thousands of dollars in unnecessary equipment purchases, installation, and upkeep for years to come.
