Among the items to be included in the report to Congress are: steps the Coast Guard and NASBLA have taken to encourage states to adopt mandatory recreational vessel operator training; the level of uniformity of education and training between those states that currently have mandatory education and training programs; recommended minimum standards for education of recreational vessel operators; a descrip- tion of the extent states allow for expe- rienced boaters to by-pass mandatory education courses and go directly to testing; an explanation of how the Coast Guard would administer a federal boating education, training, and testing program, if one were to be mandated; and the extent to which a federal boating education, training, and testing program should be required for all waters of a state. Note that the King legislation in no way establishes a federal training requirement for rec- reational boaters. During this year’s Congressional Fly-In, a group of PVA leaders met personally with Congressman King to discuss his legislation.  The Congressman hosted a previous PVA group in 2016.  During the PVA Fly-In, Congressman John Faso, also from New York, cosponsored his colleague’s bill after a team of PVA members and staff met with him and explained the importance of H.R. 4468, demonstrat- ing once again how this annual event for the passenger vessel industry can produce specific results on Capitol Hill. It is not likely that the House of Representatives will vote on Congressman King’s legislation in 2018, but he will introduce it anew when the next Congress convenes in January 2019.
