It’s no secret that U.S. waterways are becoming more congested. Users of all types take advantage of our rivers, harbors, lakes, and coastal waterways. These include: commercial passenger vessels (ferry transportation is surging in locations such as New York Harbor, San Francisco Bay, Boston, and Tampa-St. Petersburg); recreational craft (motorized, sail, and human-powered, such as kayaks and paddleboards); towing vessels and barges, and ocean- going ships. With increased usage comes the possibility for conflict or accidents, especially if operators are not trained or don’t know the “maritime rules of the road” to ensure safe navigation for all.
