Note - You are never required to provide a copy of your ASP to the Coast Guard for them to keep at their office. The inspectors will be looking for certain things as they go through your PVA ASP. According to guidance published in CG-543 Policy Letter 11-04 (https://www.uscg.mil/hq/ cgcvc/cvc/policy/policy_letters.asp) vessel and facility operators using an approved ASP are required to have the following information on site: A copy of the ASP in use including the security assessment report generated as part of the ASP. For the PV A ASP the most recent version is the 3rd revision approved by the Coast Guard on September 20, 2012. The security assess- ment should be located in Appendix A of your ASP. A letter signed by the vessel or facility owner stating which ASP is being used and that the vessel and/or facility are in full compliance with the program. Appendix F of the PVA ASP contains a suggested template of the letter that needs to be sent to the Coast Guard Marine Safety Center (MSC) to indicate which vessels are participating in the program. The MSC will send a letter back to you acknowledging participation in the PV A ASP. This letter does not expire and is good as long as you own the vessel(s) and are a member of PV A in good standing. Note – If you add additional vessels to your PV A ASP, you need to notify the MSC using the template. The letter can be emailed using the following address: securityplaninfo@ uscg.mil. If the ASP also covers the facility, Coast Guard form 6025 will accompany the letter to the Coast Guard Captain of the Port documenting vulnerabili- ties and security measures in place at the facility. Appendix G is a template for a letter that needs to be sent to the local COTP attesting that the facility is in com- pliance with the PV A ASP. The only time an updated CG-6025 is required is when the PV A ASP is revised every five years or the facility is changed such that there are new vulnerabilities to be assessed such as a change in the facility footprint or type vessels served at the facility. Operators using anASP are required to be members in good standing of the sponsoring organization. PV A staff will mail out PVA ASP participant cer- tificates around mid-December of each year to members who have paid their dues. The format of the PV AASP certificate is changed every year as a security feature. The inspectors will also be looking for required documentation under the PVA ASP including drills and exercises as well as annual audits. There are places in the appendices of the PVA ASP for the required documentation. Just make sure it is in the right place and easily accessible when requested. If the Company Security Officer changes, you need to let the local COTP know. Appendix K contains a template you can use to notify the COTP. When changing the CSO make sure the indi- vidual is well versed in the PVA ASP as well a vessel and facility operations. Inspectors need to have confidence that
