PVA supports the Coast Guard’s risk-based decision-making to ap- propriately focus the scope of vessels required to have TWIC Readers. For years, PVA has spoken out against in- appropriate regulation stacked upon the small businesses that make up our industry. PVA thanks the Coast Guard for exercising a cost/benefit analysis and largely exempting passenger vessels from having to comply with this unnecessary rule. Alternate Security Program As you know, PVA’s Alternate Security Program (ASP) is an important tool to help members meet their security requirements. PVA members can use this exclusive benefit as formal security program that meets the func- tional requirements of the Maritime Transportation SecurityAct of 2002 and its implementing regulations addresses security for both vessels and facili- ties. PVA’s Program is pre-approved by the Coast Guard, and members do not need to undergo the challenges of creating their own individual program and subsequently having it approved (especially when it’s time for revisions and renewal every five (5) years). The ASP was developed by PVA member volunteers with years of experience in operations. This year ’s region meeting programs feature a session on “Dusting Off Your ASP.” This discussion will cover key areas of the ASP that you may want to revisit and “tune-up.” After evaluating a variety of different security program users across the country, the Coast Guard has identi- fied several areas of implementation that could use some improvement and provided us with guidance. In addition, PVA staff will be attending the Coast Guard’sAlternative Security Program User Group meeting in November. At this event, PVA will receive updates on security policy and discuss issues of concern facing the industry.
