C o a s t Guard issued the final rule on the “Transportation Worker Identification C r e d e n t i a l ( T W I C ) - R e a d e r Requirements.” This rule defines risk categories of vessels and facilities that are required to purchase and install TWIC Readers. In its final version, PVA was pleased to see that the rule exempts most PVA member operators and the passenger vessel industry overall. PVAhas been involved in the TWIC Reader rulemaking process since the rule was first published in 2006. In its comments on the proposed rule, PVA urged that the crewmember number be increased to 20 from 14 (the threshold first suggested by the Coast Guard) and supported the removal of the reader requirement from all vessels that carry 1,000 passengers or fewer. “We are delighted that the Coast Guard has supported PVA’s long-held position that TWIC Readers are unnec- essary for the vast majority of passenger vessel operators,” said PVA President Margo Marks. “We strongly believe that current industry security measures are effective in protecting passengers and crew and we are pleased that the Coast Guard has agreed with us.”
