The current “Commercial Harbor Craft Rule” to reduce emissions imposes reporting and operational measures on passenger vessel operators. It has forced replacement of older engines with less-polluting engines pursuant to a gov- ernmentally-imposed schedule. California is the only U.S. jurisdiction to mandate that most vessels with older engines (pre-Tier 1 or Tier 1) must be repowered with engines meeting newer standards (Tier 2 or Tier 3) before the end of the older engines’ economic lives. The staff of the California Air Resources Board (CARB) is initiating a rulemaking process to develop additional re- quirements for Commercial Harbor Craft. The CARB staff has begun collecting information and soliciting input on ways to further reduce emissions. The current regulation will be fully implemented in 2023, but the CARB staff asserts that Commercial Harbor Craft will continue to contribute a significant amount of diesel particulate even after that year.
