Some of these included harmonizing the definition of service animals in Americans with Disabilities Act, reforming a variety of Coast Guard regulations, and broadening the scope of facilities that should have a delay on TWIC Reader implementation. The Committee will continue to work to reform these and various other regula- tions through direct petitions to the ap- propriate agencies. Sharing the Waterways The Regulatory Committee discussed the recent work on outreach initiatives regarding sharing the waterways with recreational boaters. PVA staff and members recently presented on this topic at the National Association of State Boating Law Administrators Annual Conference. Speaking to an audience of state rep- resentatives that provide educational programs, inform lawmakers, and engage in enforcement activities, PVA brought forward the concerns of its member operators and the desire to work together with all waterway stake- holders to encourage a safe boating environment for everyone. The PVA Regulatory Committee will continue to work on this important issue. Marine Event Permitting Process Review and Feedback Also up for discussion on the Regulatory Committee’s agenda was the Coast Guard Commandant’s Directive regarding the process for per- mitting marine events. The Committee plans to review this document and provide feedback on changes to the process. PVA is advocating that passenger vessel operators should have greater inclusion in the process and have the opportunity to providing input on proposed marine events that impact their businesses. Non-Tank Vessel Response Plan Renewal The Regulatory Committee will also take up work on the renewal of the PVA Non-Tank Vessel Response Plan. PVA created this template for members who needed a Coast Guard-approved plan and its ac- companying exercises and training programs. Up for its usual five-year Coast Guard renewal, the Committee will survey members using the plan, update the documents accordingly, and work with the Coast Guard to receive renewal with a timeline goal of fall 2019.
