The Association’s advocacy efforts will also focus on expanding the Capital Construction Fund program, continue small shipyard grant funding programs, and repealing the unneces- sary requirements of official logbooks for passenger vessel operators. Safety and Security Committee Directed by Chairman Bob Lawler Entertainment Cruises and Co-Chair Mike McElroy, Wendella Sightseeing Boats, along with newly elected Co-Chair Ben Bernstein, BB Riverboats, the PVASafety and Security Committee advanced its work on safety and security initiatives to benefit our industry. The Committee finalized its new library of security drill templates for members to use in crew training. The group also continues to work on chartered working group projects on mitigating slips, trips and falls, creating engine automation controls, and urging increased enforcement against illegal charters. PVA’s recent submission of Flagship Safety Management System to the U.S. Coast Guard was discussed and the group planned for continued work on implementation tools for members. Regulatory Committee Under the leadership of Gus Gaspardo, Padelford Packet Boat Co., current PVA Regulatory Committee Chair and newly elected PVA Vice- President, the Committee reviewed a number of important regulatory proposals facing our industry. In response to PVA and other maritime industry organizations appeals, the Coast Guard released a notice of proposed rulemaking to increase the marine casualty reporting property thresholds from $25,000 to $72,000 and serious marine incident reporting from $1000,000 to $200,000. PVA plans to comment on these alterations and urge the creation of a provision for periodic adjustment. Additionally, the Regulatory Committee discussed the Coast Guard’s issued policy letter ex- plaining its new risk-based decision making matrix for inspection activity of passenger vessels. This new program will provide Coast Guard a numeric rating scale to determine annual vessel inspections with the flexibility to alter scope. The Committee discussed a potential opportunities for regulatory changes with a new Administration and new Congress. Thank you to everyone who serves on PVA’s Committees.
