A t the April 2016 PVA/Coast Guard Quality Partnership meeting, the U.S. Coast Guard Office of Investigations and Analysis presented the latest draft of the domestic passenger vessel standing report, providing relevant fleet infor- mation and metrics on the state of our industry. One area I will highlight this month is the trends in vessel deficien- cies issued during inspections. The good news is the fleet population is up and the number of deficiencies issued is down. According to Coast Guard data, there are 6,345 domestic passenger vessels currently in service, which is an increase of 176 vessels over last year. The majority are inspected under Subchapter T (5,795) followed by Subchapter K (398) and Subchapter H (152). Between 2013 and 2015, the Coast Guard conducted an average of 12,800 inspections per year on the domestic passenger vessel fleet with 40 percent of those inspections resulting in deficien- cies issued. The Coast Guard reported that there was a 5.2 percent decrease in the number of requirements issued between 2014 and 2015. Remember, in 2012 the Coast Guard revised its guidance in Marine Safety Manual, Volume II regarding the recording of deficiency information.
