The Coast Guard has not specifically addressed this chartered government committee’s critique of the entire program. The motivation, ability to act, lead- ership concerns, resources and other short-term goals have probably dictated the process to date, but Step Four logically should have preceded the other steps and on the Coast Guard’s own initiative many years ago. Good stewardship is good governance. Coming at the end of the process, the product may be distorted in part by accepting the other three steps as a given rather than areas for continued review and improvement. The Coast Guard has often used its casualty database in marine safety rule- making, but the imprecise nature of the data collected, stored and the subjective steps needed for interpretation have lead to serious differences of what the data meant.
