HOW PVA BENEFITS YOU delay on the implementation date. A formal petition was filed making this request, and Coast Guard has issued a notice of proposed rulemaking in response. Unfortunately, in the proposed rule, the Coast Guard did not include “facilities that receive vessels carrying more than 1,000 passengers.” The risk analysis model used by the Coast Guard in making this decision is not available to the public and, as a result, PVA has no meaningful ability to comment on the risk assigned to this group. As you know, PVA has been involved in the TWIC and TWIC Reader rulemaking process every step of the way since the first rule was first published in 2006. PVA will be sure to comment on this proposal. In the meantime, PVA is assisting impacted member faculties in applying to Coast Guard for an individual waiver or delayed implementation. Newly Issued TWIC Cards Will Look Different Starting this month, July 2018, the next generation of TWIC cards will be distributed for newly issued TWIC’s. These new TWIC’s will look different. The Transportation Security Administration (TSA), the agency in charge of the program, indicated that these changes to the physical design and technical security enhancements were made with the purpose to deter the creation of fraudulent cards. TSA has assured stakeholders that the new cards will have the same functional- ity as the previous generation and will remain compatible with existing readers. Also, the price for a TWIC remains the same at $125.25, (first time and renewals) and $60 for a re- placement card. Cyber Security Cyber security awareness and protection in the maritime domain continues to be an increasing priority for Coast Guard. The Coast Guard’s draft Navigation and Vessel Inspection Circular (NVIC) regarding cyber security protection for facili- ties required to have a security plan was distributed earlier this year for public review and PVA submitted comments. The final NVIC has not yet been released. This NVIC may apply to some of the facilities at which you dock, however if you are using the PVAASP for your facilities as well, then you could follow the guidance in the ASP regarding cyber security awareness and the optional cyber security assessment worksheet. n The European World Leader, proudly serving America's finest !
