Generally, the marine inspector will determine the following: • Electronic chart is of sufficient scale, is the latest reasonably available edition, and is currently corrected. • The display is large enough to view, reliable, and suitable for the intended voyage. • Back-up arrangements are in place, including having a set of paper charts at the ready. • The crew tasked with the safe navi- gation of the vessel are properly trained in the use of the electronic chart display and any associated equipment. The terms “reliable” and “suitable” leave a lot of discretion to the marine inspector, and it is important that vessel owners and operators who opt to use electronic charts review Enclosure (2) of the NVIC provides documentation from equipment man- ufacturers supporting the reliability and suitability of the equipment. Enclosure (2) also contains infor- mation on approved model courses for training on more complex and capable systems such as ECDIS, as well as training topics that all operators should be familiar with prior to assuming a navigating watch using electronic chart displays. Cyber Risk Management In this day and age any discus- sion of electronic in lieu of traditional hardware and paper, must include a discussion of cyber risk management. Vessel owners and operators need to look beyond the exploitation of networked systems when determin- ing vulnerabilities, countermeasures, and recovery procedures. No matter how reliable electronic equipment has become, it is still subject to technical failure and malfunction.
