I asked Margaret Gordon, Staten Island Ferry’s Director of Security, what has been most effective in controlling passenger actions and behavior. “While posted signs have a limited effect, better communications via an- nouncements, crew awareness and active deck monitoring have provided necessary mitigation for this risk,” Gordon said. “A while back, we conducted a risk assessment regarding passengers being outside on the weather deck during docking. We’ve since implemented a tie-back line to keep passengers back to minimize ad- ditional passenger risk on each deck when docking. While staying off the stairs when docking was borne from the Barberi accident 15 years ago, we’ve come a long way with passenger man- agement and effective communication. I would strongly recommend that the members within PVA are guided by conducting appropriate risk assess- ments ahead of implementing proce- dures so that true mitigation efforts are developed.” Risk assessments do not need to be daunting or complicated.
