On the Quality Partnership Front, we did have a setback in that the charter for a working group never ma- terialized. It was just a bridge too far from a Coast Guard legal standpoint, so at the May 2018 meeting, PVA and the Coast Guard agreed to continue to work in our own lanes with the Coast Guard taking the lead on developing enforcement policy and PVA focusing on education and outreach. Tools under Development While we do not have a formal charter with the Coast Guard, Capt. Mike Borgstrom with Wendella Boats in Chicago continues to lead the effort and has engaged the Safety and Security Committee for assistance. One member of the committee, Capt. Bob Bijur of Island Queen Cruises in Miami has gone as far as securing the domain name www.illegalcharters.com. The intent is to have a one stop shop for information on combatting illegal charters as well as develop a common reporting form that can be sent directly to your local Coast Guard Investigation Division. As we develop tools and best practice, we will load them onto the website. What to Look For You and your crew know the wa- terfront best. As part of the reporting form being developed by Capt. Borgstrom and members of the Safety and Security Committee, a list of things to look out for has been developed to help PVA member and the public determine if something is suspicious. The following are examples of things to look for that may warrant further observation or investigation: • A vessel appears to have more persons on board than appears normal. • No USCG passenger vessel inspec- tion stickers. • A vessel that seems to depart on a schedule when it is not a USCG inspected passenger vessel. • Avessel or company advertises that all their vessels can be chartered for more than six passengers with crew provided. Vessels under 100 GRT that carry more than six passengers for hire must be USCG inspected. • A vessel carrying more than twelve persons that is not Coast Guard inspected. Vessels at or over 100 GRT that carry more than 12 pas- sengers for hire must be USCG inspected.
