We commend the Coast Guard for this common- sense regulatory step.” PVA submitted comments to the proposed rule in January 2017, and activated PVA member operators to provide feedback to the docket as well. To spur the issuance of a proposed rule, PVA spoke to Coast Guard senior leadership at its Quality Partnership meetings and reached out to the Secretary of the Department of Homeland Security to encourage action. This action by PVA is only part of its ongoing efforts to clarify the marine casualty reporting process. Previously, PVA had worked with the Coast Guard to obtain the issuance of Navigation and Vessel Inspection (NVIC) 01-15. This guidance document provides much needed clarity as to what instances consti- tute a reportable marine casualty and what is the standardized reporting process (property damage being just one of those possible factors) including when to submit Form 2692. This direction from Coast Guard headquarters provided greater con- sistency in interpretation and applica- tion of the regulations and of benefit to operators nation-wide. PVA also successfully advocated for Coast Guard to update the Marine Casualty Reporting Form 2692. For years PVA members have been frustrated by the Coast Guard’s marine casualty reporting process including inconsistent application, inappropriate restriction of opera- tions , and outdated dollar thresh- olds for reporting requirements. The steadfast advocacy efforts of PVAover the years, speaking out for passenger vessel operators, have yielded relief for its members.
