PASSENGER VESSEL DESIGNS: OPTIMIZED FOR PROFITABILITY gplink.com Put Your Fleet at Your Fingertips T he recent regulatory change by U.S. Coast Guard to increase the property damage dollar threshold for reporting a marine casualty is a positive achievement benefitting operators nation-wide and represents the most recent accom- plishment in PVA’s ongoing advocacy efforts to refine the marine casualty reporting process. The final rule was published in the Federal Register of March 19, 2018. The final rule raised the dollar thresholds for reporting a marine casualty from $25,000 to $75,000 and for classifying an event as a “serious marine incident” from $100,000 to $200,000. The new rule goes into effect April 18, 2018. These increases benefit operators because they will no longer have to file Coast Guard Form 2692 with Coast Guard when an incident which causes only property damage occurs that is less than the new dollar threshold. Additionally, the threshold triggering mandatory drug and alcohol testing of crew members when a “serious marine incident” occurs has been updated so operators will no longer be required to conduct chemical testing for casu- alties in which only property damage happens and the amount of estimated damages is less than $200,000. PVA has advocated that these out- of-date dollar values needed to be updated for years.
