By Eric Christensen, Director of Regulatory Affairs and Risk Management Effectively Implementing Your Alternative Security Program O n September 12, 2017, the U.S Coast Guard approved the fourth revision of the PVA Alternate Security Program (ASP). PVA is required by the Maritime Transportation Security Act (MTSA) to update and renew the ASP with the Coast Guard every five years. The latest revision will be in effect until September 12, 2022. All members in good standing were sent the ASP, along with imple- menting guidance on September 22, 2017. The fourth revision not only includes new Coast Guard require- ments and policy guidance, but also provides clarification of ASP require- ments based on real-world experiences and feedback from PVAmembers. This revision continues to ensure that the ASP offers a framework and solutions that are both reasonable and achiev- able for PVA member operators. All PVA members that use the ASP will need to ensure that all new changes are incorporated into their op- erations, and that they are operating in accordance with the revised program by December 12, 2017.
