In Alexander Hamilton’s day, various importers and their sea captain allies engaged in coastal smuggling to bring their cargoes to the U.S. without paying the customs duties. Since the nascent federal govern- ment desperately needed revenue, smuggling by sea was a serious threat to the fiscal health of the new nation. In 1790, at Treasury Secretary Alexander Hamilton’s urging, Congress estab- lished the Revenue Cutter Service (the predecessor to today’s U.S. Coast Guard). The revenue cutters were to patrol the coastlines, prevent smuggling, and thereby boost tax col- lections. In June 1791, Secretary Hamilton sent a directive to the captains of the revenue cutters. His observations about the nature of the American citizen are as valid today as they were more than two centuries ago. In Treasury Department Circular to the Captains of the Revenue Cutters, 4 June 1791, Hamilton detailed the mission of the cutters and their captains. He then added: “While I recommend in the strongest terms to the respective Officers, activity, vigilance & firmness, I feel no less so- licitude that their deportment may be marked with prudence, modera- tion & good temper. Upon these last qualities not less than upon the former must depend the success, usefulness, & consequently continuance of the estab- lishment in which they are included. They cannot be insensible that there are some prepossessions against it, that the charge with which they are entrusted is a delicate one, & that it is easy by mismanagement to produce serious & extensive clamour, disgust & odium.” “They will always keep in mind that their Countrymen are Freemen & as such are impatient of every thing that bears the least mark of a domineer- ing Spirit. They will therefore refrain with the most guarded circumspec- tion from whatever has the semblance of haughtiness, rudeness or insult.
