OCTOBER 2017 • FOGHORN 27 REGULATORYREPORT be moderated if the public could apply for, and the Government approves, a season’s worth of voyages. Going forward, it was agreed that PVA would address a letter to the Commissioner of FCC requesting a resolution of the difference between the treatment of the Great Lakes fleet of passenger vessels and the non-Great Lakes passenger carrying vessels. The FCC staff agreed to further research the topic to insure there are no other issues that might hinder an agreement or lead to unintended consequences. FCC will share the results of the research with PVA so that our letter might be as complete and comprehensive as possible. It was agreed that there were other parties that might be impacted and interested in an outcome and other government entities such as our own State Department that might be agents for action. For now, we believe that the research and discussion of possible change are best worked on cooperative- ly between PVA and the FCC. The FCC did indicate that if a permanent resolution is in the offing, but would not be timely, they would entertain a proposal for an interim compliance method that achieved the future goal, but is immediately doable under the Agreement. All in all, both industry and gov- ernment see the lack of utility in main- taining an inspection that finds no technological fault with the radiotele- phone. Labor and time on both sides is wasted especially when no safety goal is achieved. n PVA WELCOMES NEW MEMBER Entertainer Charters North Palm Beach, FL Ms. Linda Schnabl Vessel Member
