While there, I voiced PVA members’ concerns about increased congestion on the nation’s waterways and dangerous encounters with recreational boats and human-powered craft unaware of their respon- sibilities under the rules of the road when interacting with commercial vessels. The workshop facilitated education, outreach, and discussion regarding recreational boating safety. The event was hosted at the headquarters of the National Association of State Boating LawAdministrators (NASBLA). PVA joined participants including Coast Guard, under the leadership of CAPT Michael Zamperini, Commander Sector Ohio Valley, as well as numerous NASBLA members, the American Canoe Association (which includes all recreation- al paddle craft such as stand-up paddleboards and kayaks), and the National Safe Boating Council. At the workshop, I spoke about PVA members’ concerns stating, “It’s no secret the nation’s waterways are becoming more congested for everyone. In PVA’s view, an important contributor, in addition to commercial traffic and traditional motorized recreational boats, is a growing segment of new users including: human powered craft, electric boats, and rental operations. These new users may not be aware of risk of operating close to commercial vessels, nor their responsi- bilities under the Navigation Rules of the Road.Additionally, PVA is concerned with rental operations not providing adequate training and sending inexperienced individuals out on the water.” Additionally, representatives from PVA member companies Gateway Clipper Fleet, Pittsburgh, PA and BB
