While all of the foregoing is intended to meet the needs of building vessels with 5A, the guidance on dis- tribution and preservation of egress is equally applicable to all passen- ger-carrying vessels. Following the stowage and distribution of carry on material, packages and other bulky items described here are good guidance for any passenger vessel carrying commuters or vacation-bound groups. The policy allows the Officer in Charge, Marie Inspection (OCMI) to exercise special consideration to meet unique or problematic situations provided equivalent levels of safety are met. It almost goes without saying and the policy reinforces the discretion of the master to exercise controls as deemed necessary for vessel conditions and experience dictate. While the limitations of this article does not permit the naming of all par- ticipants, these achievements could not have been accomplished without the Quality Partnership structure and practices, PVA members and Associate members, their vessels and operating experience, and Coast Guard resources, including the Marine Safety Center and Coast Guard inspectors and their post- graduate students research studies.
