Exercises With respect to required exercises, the PVA ATEP for vessels with a fuel capacity of less than 250 barrels directs that there will be two “Qualified Individual Notification Exercises” each year. See section 7 of the PVA NTVRP template. If the passenger vessel operates seasonally, the two exercises shall take place during the operating season. One QI Notification Exercise shall simulate a discharge occurring during passenger vessel fueling. The other QI Notification Exercise shall simulate a discharge (or threat of discharge) occurring during passenger vessel operations. In each case, the ap- propriate employee or vessel crew member shall notify the Qualified Individual specified in the Vessel Response Plan, and the QI shall notify the appropriate Oil Spill Removal Organization and salvage provider. Also, twice a year, there will be an emergency procedures exercise. If the passenger vessel operates seasonally (that is, no more than eight months during a calendar year), there need be but one exercise, which shall take place during the operating season. An emergency procedures exercise shall simulate a response by vessel- based and shore-based employees to a discharge (or threat of discharge) occurring during a specified passenger vessel casualty (grounding, collision, explosion or fire, hull failure, list, etc.). As part of each emergency procedures exercise, the QI shall notify the appro- priate Oil Spill Removal Organization and salvage provider. Every three years, the exercise shall be designed to respond to a worst case discharge scenario (i.e., loss of the entire fuel capacity in adverse weather). It is absolutely essential for the passenger vessel owner or operator to maintain adequate exercise records, either on the vessel or at an appropri- ate location onshore. The record will indicate the date and type of exercise performed and will identify the indi- viduals participating in the exercise. 250 or More Barrels Fuel Capacity For the relatively few PVAmembers with a vessel a fuel capacity of 250 or more barrels, they cannot use the PVA ATEP.
