This method was called 5A space construction. NVIC 9-97 Change 1 replaced the existing policy with a requirement that required extensive fire modeling of each vessel before build to obtain reduced structural fire protection. We believed that this time- consuming and expensive mandate would severely hamper, and possibly end, high-speed vessel building of most aluminum catamaran vessels. These vessels were becoming very important to ferry and excursion vessels, such as whale watchers, that needed speed to facilitate their services. You may recall that PVA and the Coast Guard entered into a chartered partnership study to find a way of restoring a reasonable capability to build these vessels and still be assured of Coast Guard acceptance. Because there were no fire incidents that brought the then existing old policies into question, we were sure that such a process would prove the validity of the 5A concept and meet all fire safety concerns. The decision was made to fire model a vessel built under the pre-NVIC 9-97 Change 1 policy to demonstrate its reduced fire danger so that 5A spaces could continue to be approved and built to preserve high-speed vessel con- struction.
