Larger spills involve response resources contracted by the respon- sible party or the Coast Guard through the National Pollution Fund Center. Vessels required to have Non-Tank Vessel Response plans already have resources pre-determined to aid in the spill response. PVAprovides a template for members who fall into that category. Oil Spills that Do Not Need to be Reported Believe it or not, there are times where spills or sheens do not need to be reported. Discharges of oil from a properly functioning vessel engine (exhaust) are not deemed to be harmful, therefore they do not need to be reported under 40 CFR 110 noted above. However, oil accumulated in a vessel’s bilge from leaking machinery is not exempt. The use of sorbent pads can help keep bilges clean. The EPAAdministrator may permit the discharge of oil on a case-by-case basis in connection with: • research, • demonstration projects, or • studies relating to the prevention, control, or abatement of oil pollution. That said, the EPA is quick to point out that 40 CFR 110 specifically forbids the use of dispersants or emulsifiers to circumvent the discharge regulations, so nobody should be demonstrating the power of Dawn dish soap in dispersing a bilge discharge with oil in it.
