Energy efficiency has also been a focal point for many Green WATERS participants, and includes changing out energy-hogging devices with high- efficiency models, as well as making changes to conserve fuel either by upgrading engines, altering routes, or using additives that decrease fuel con- sumption. Even more impressive, many vessels in the Green WATERS Program—the PVA Green Fleet--are striving to obtain a low- or no-carbon profile. In Hawaii, PVAGreen WATERS participant Pacific Whale Foundation has been research- ing a zero-emission 149-passenger vessel for more than five years and according Greg Kaufman, Director of the Pacific Whale Foundation in Maalaea, HI, they “are getting closer.” In California, San Francisco-based Red & White Fleet is actively pursuing building the nation’s first hydrogen fuel cell ferry, after the viability study showed that the ferry could work. Tom Escher, President of Red & White Fleet, has said that he’s looking forward to the day that he can “drink the emissions” of his ferry because hydrogen fuel cells emit water vapor. To date, there are more than 200 vessels in the PVA Green Fleet, ranging in size, capacity, design, and service re- quirements. More than 53 million pas- sengers ride on the PVA Green Fleet annually. This number is expected to increase as more PVAmembers join the program this year. The push for cleaner and greener environmental measures on every lev- el--locally, nationally, and internation- ally--will continue to grow and vessel operators are encouraged to plan now for ways to demonstrate a commit- ment to protecting and preserving the marine environment, all while ensuring the success of their operations and posi- tively contributing to the nation’s en- ergy-efficient, low-carbon, innovative, prosperous economy. “Regulators and government officials can make all of the rules they want,” said Duncan. “In reality, it remains in our hands--vendors, operators, marine engineers--to find the way to conduct our businesses in ways that do not harm the very environment we depend on for our business.” n
