PVA met with Coast Guard and FCC lead- ership at several industry meetings including the Global Maritime Distress and Safety System (GMDSS) Task Force and the PVA/Coast Guard Quality Partnership Meetings. The issue was also discussed by industry and local Coast Guard field units at many of the Coast Guard Industry Day meetings held around the country. The passenger vessel industry is regulated by a number of federal agencies in addition to a variety of state and local governing bodies. PVA has been speaking out for years to lawmakers and regulators about the cumulative impact of regula- tion on small businesses. A recent Small BusinessAdministration study found that the cumulative cost of all federal regulatory compliance for small businesses is estimated to be $10,585 per employee per year. PVA highlighted in its comments President Obama’s direction to agencies to reduce this regula- tory burden. PVA stated that the Executive Orders, “directed each agency to ‘tailor its regulations to impose the least burden on society, consistent with obtaining regula- tory objectives, taking into account, among other things, and to the extent practicable, the costs of cumulative regulations.’ FCC approval of the Coast Guard’s blanket waiver appli- cation will be consistent with these Executive Orders.” In addition to submitting comments on behalf of members, PVA encouraged operators to submit individual responses as well. Several PVA member companies submitted their own comments to FCC providing a more individual- ized perspective on how the rule would impact to their operations.
