A bridge program in the Transportation Department would probably give paramount consideration to the desires of highway and rail modes, especially when establishing schedules for drawbridge openings or permitting proposed new or replacement bridges that could interfere with marine navigation. Transferring the aids to navigation function from the Coast Guard would also be a mistake, since only the Coast Guard has the cutters and trained personnel necessary to place and service the aids.
