Some navigation missions of the U.S. Coast Guard and the Army Corps of Engineers could be affected. However, Congress must agree to the proposed alterations before they can go into effect. It seems that nearly every President comes up with an idea of rearranging the federal bureaucratic structure. It is rare for a presidential reorganiza- tion proposal to come to fruition. For example, President Obama unsuccess- fully suggested that the government’s trade, investment, and commerce functions be combined into a single de- partment, while moving the Commerce Department’s marine fishery programs to the Interior Department. The Obama plan went nowhere. The last successful major reorganiza- tion took place under President George W. Bush, when the U.S. Department of Homeland Security was created in late 2002. The new department incorpo- rated the U.S. Coast Guard, which had been in the Transportation Department since the early 1980s, and the one- year-old Transportation Security Administration, which had been initially housed in the Transportation Department. President Trump’s proposed reor- ganization is called the “Delivering Government Solutions in the 21st Century” plan, released by the White House’s Office of Management and Budget on June 21, 2018.
