The numerical score associated with a particular vessel will be determined using the following criteria: • 1st, 2nd, 3rd or 4th annual inspec- tion; • Route, service, and any special operating considerations; • Vessel’s conditions of carriage; and • Age and construction material of the vessel. Once scored, the marine inspector will conduct and document the appro- priate level of inspection. Implementation The tool is voluntary and local OCMIs can determine how exten- sively to use it. Coast Guard Sectors that are designated as Feeder Ports, or ports responsible for training Apprentice Marine Inspectors, may not utilize the tool as much as units where the workload exceeds their capacity. However, when applied, good operators with demonstrated records of safe operation should see a reduced inspection scope on at least three of their four annual inspec- tions.
