THE VIRTUAL TICKETER REGULATORYREPORT universal adoption and is in lieu of the Coast Guard traditional classifications that were only used in marine applica- tions. The Coast Guard has adopted new tables of portable fire extinguish- er requirements reflecting the UL 711 standard. In those few cases where existing extinguishers have extinguish- ing capacities less than those required they “can be continued in service so long as they are maintained in good condition.” The second widely applicable standard is that NFPA 10 requires annual servicing to be done by certified persons. NFPA 10 does not have standards for certification but uses authorities having jurisdiction (AHJ) which includes state or locality licensing and certification. Designated crew members can continue to conduct monthly visual inspections. This has been the general practice in our industry for many years. The third is a new regulation to make up for an oversight in the 1996 regulations requiring installation of spanner wrenches at all one-and-a-half inch hose fire stations. The original proposal was for compliance within 30 days. PVA, citing the absence of negative experience over two decades and the seasonality of many of our businesses, asked for a longer period for compliance. The new deadline is now within 180 days for vessels existing on July 22, 2016. These first three changes affect all passengers carrying vessels. The next three are likely to only affect Subchapter H passenger vessels and Subchapter K small passenger vessels. The fourth change applies to fire detection and alarm system replace- ment or repair. The existing standard was that replacement of any part of the system required re-approval of the entire installation. The new regu- lations permit manufacturers to seek Coast Guard approval for replacement parts which would permit like-for-like change without requiring re-approval of the entire system. The fifth change is new regulations for fire detection and alarm systems at 76-27-1 through 76-27-70. These regulations come with a five-year grandfather provision. The new regu- lations apply to all systems contracted for after July 22, 2021. The regulation at Subpart 76.27 Fire Detection and Alarm Systems, Details says, “76-27-1 Application (a) Where a fire detection and alarm system is installed, the provi- sions of this subpart, with the exception of 76-27-80 and 76-27-90, apply to all installations contracted for on or after July 22, 2021. Installations contracted for on or after November 19, 1952 and prior to July 22, 2021 must meet the requirements of 76-27-80.
