The final rule became effective on August 22, 2016. We first saw this change as a proposed rule in January 2014. The concept of harmonization is to align Coast Guard regulation with national and international consensus standards and to incorporate advances in fire protection technologies and standards.* This expansion of regulatory standards is accomplished in regulation by “incorpora- tion by reference.” This proposal is founded on adoption of consensus standards that can keep pace with technology and innovation in a timelier manner than regulatory change as well as developing standards that have a broad reach and can be widely adopted. The rules do several things that will impact the passenger vessel industry. The first standard to come into effect and that has the widest application is the adoption of consensus standard UL 711 that defines portable fire extinguishers by capability to extinguish fires on class A, B, C, D and K fires.
