This invitation comes as the Coast Guard seeks to comply with the following Executive Orders (E.O.): E.O. 13771 Reducing Regulation and Controlling Regulatory Costs; E.O. 13777 Enforcing the Regulatory Agenda; and E.O. 13783 Promoting Energy Independence and Economic Growth. Those E.O.s constitute much of the new Administration’s approach to relieving the country of perceived outdated, overly burdensome, and sometimes incomprehensive regulations. The new E.O.s address not only existing material but establish a criteria for proposing regulations going forward that conform to a new policy and process for regula- tory development.
