Through education and outreach she is working on our behalf to reduce or eliminate dangerous encounters between our vessels and human powered craft. On Flagship (PVA’s voluntary safety management system) we do have movement. The Coast Guard has approved, for the most part, our framework for the safety management system. It appears the only sticking point is third party auditing. While the Coast Guard does not want to be the third party auditor, they have gone so far as to suggest a “consortium of PVA members” to fill this role. This project has been in the works for five or more years. I don’t think we realized initially the difficulty in sculpting a program that would be usable by most of our members. I’m sure that with further discussion, this last point will be resolved. I thank Eric Christensen, CMD James Fogle, and the beta testers for their efforts. CDR Milk Simbulan also gave a presentation on fleet statistics. The presentation gave an overview on the inspected U.S. flagged passenger vessel fleet. It included the fleet numbers, casualties and inspections, and enforcement actions. This was certainly not the complete summation of the QP meeting. There were other presentations and a lot of dialogue. I believe everyone present finds value to the meetings. This was the last QP for ADM Paul Thomas. He will be transitioning to the 8th Coast Guard District. We thank him for his leadership and added rigor. He thought we have covered a lot of ground in the last few years and we agree. We will be welcomingADM John Nadeau at our fall meeting. This was also the last meeting for CDR James Fogle and CDR Mike Simbulan as they will be moving on to other as- signments. The manual will also help members understand the positive impact that such practices have upon public opinion. Plus, many PVA operators will be pleased to know that they are already doing many of the things the program advocates. In addition to the “Best Green Business Practices” manual, the PVA Green WATERS program offers an easy-to-use checklist for PVAmembers to assess the level of their environ- mental stewardship and get ideas to implement or expand their own envi- ronmental programs. Following is a list of operational areas covered in the program: • Office Operations • Power Sources • Fuel Type and Consumption • Galley Processes • Engine Maintenance and Emissions • Vessel Design and Construction • Paperless Marketing Materials • Reservations and Ticketing • Water Consumption • Environmental Training To date, more than 54 million pas- sengers ride on the “PVAGreen Fleet,”, which is comprised of more than 200 passenger vessels operated by PVA members participating in the PVA Green WATERS Program.
