While cybersecurity may be part of solid risk management, there are currently no regulatory requirements and any action company action is simply voluntary. Additionally, the last round of Port Security Grants included funding opportunities for cybersecurity assessment, and maybe an area to examine when looking for funding in the future. TWIC Good news! The Transportation Worker Identification Credential (TWIC) Enrollment fee has been reduced. Starting in October 2016 for the five-year card applicants have to pay $125.25 (down from $128). This reduction is thanks to lower costs for FBI background checks. Every little bit helps. PVA still continues to advocate for TWIC relief. PVAcontinues to urge the Transportation SecurityAdministration (TSA) to implement cost reductions because now not every mariner is required to have a TWIC, but currently must still pay the full fee to use only a portion of resources and background checks to obtain a mariner’s license. This came from Section 809 of the Coast GuardAuthorizationAct of 2010, which stated that mariners who do not operate on security vessels do not need a TWIC. Looking to the future, and in some port areas this is already occurring, TSA will be conducting TWIC inspec- tions in coordination with the Coast Guard. TSA is focused on facility in- spections and will be looking for fraudulent cards. TSA can impose civil penalties for misuse of TWIC including altering data on a card or using another person’s card. Training Facility Security Officer Training was statutorily mandated by the Coast Guard Authorization Act of 2010 with provisions for specific training courses and certifications.
