8 MARCH 2016 FOGHORN FOGHORNFOCUS CONVENTION REVIEW The opening general session featured Jeanne Grasso Blank Rome Washington DC. Grasso who has extensive ex- perience in maritime law and has an impressive history of working with regulators and legislators spoke on the pressing issues facing passenger vessel operators today. She addressed the Coast Guard Authorization Act the Vessel Incidental Discharge Act and touched on ballast water air emissions and the illegal oil discharge by mariners. She em- phasized that reporting incidents is always encouraged because hiding discharges from the author- ities can be a criminal act.
