The Coast Guard response was to describe their development efforts to include a broad range of stakeholders informally and formally, including a Federal Register notice for comments of the draft of NVIC 01-15 and distribution of revised CG Form 2692 for comment during de- velopment. The Coast Guard considers all matters raised by TSAC as closed as having met the development processes. PVA did interact with the Coast Guard and representatives of TSAC throughout the process of program renewal beginning almost 10 years ago. During our region meetings this fall, members were asked for comments on both NVIC 01-15 and the new CG Form 2692. There were no negative comments or suggestions for further actions beyond an urgent plea for a dramatic raising the threshold for defining a marine casualty and a sig- nificant marine casualty. Large organizations and bureau- cracies are like vessels, they must overcome inertia and other forces to change course. A rudder command starts a process that involves, reaction time, overcoming the forces of inertia or momentum. Command to change involves advance (direction before reaction) and displacement (the arc of turn).
