Lacking guidance which distin- guishes these different levels of plan review and inspection oversight has led to confusion between vessel owners and the Coast Guard. The Coast Guard solicited input from industry to develop practical and effective guidance and protocols to deal with automated and electroni- cally controlled technology now more commonly applied to small passenger vessels as well as other domestic passenger vessels.
