30 MAY 2019 • FOGHORN REGULATORYREPORT I n the March 2019 edition of FOGHORN, I addressed PVA member participation in the U.S. Coast Guard marine inspector ’s “basic” course at the Coast Guard Training Center Yorktown. We tell the story of the Coast Guard-inspected domestic passenger vessel industry, its vessels, and its leadership. We see marine inspectors at many stages later in their careers but have little knowledge of their professional career progression. We do know that our interactions often broaden their experiences as they learn about our vessels and accompanying challenges. As industry advances new applica- tions, materials, and propulsion it pushes the technical and vessel em- ployment envelope that sometimes conflicts with regulations. Subchapters T and K were issued more than 20 years ago and based on technology that was already dated and evolving. Conflict in our area of concern is often addressed at the PVA/Coast Guard Quality Partnership meetings that produce ad- ditional knowledge and guidance. The Coast Guard, over the years, particularly since congressional in- tervention in 2007, has focused on detailed and recordable training plus the utilization of marine inspec- tion resources. That year, U.S. House of Representative Chairman James Oberstar (D-MN) chaired a hearing of the Committee on Transportation and Infrastructure that explored the idea of transferring the Coast Guard marine safety program back to the Department of Transportation after the Coast Guard became an agency of the Department of Homeland Security.
