MAY 2019 • FOGHORN 25 FOGHORNFOCUS: HUMAN RESOURCES • Designate and train a few internal auditors; • Schedule internal audits on selected (small) parts of unit policy and procedure; • Track all non-conformities and corrective actions; • Identify and address risks; • Repeat! It really can be that simple. In fact, it’s best if you keep it that way. As far as costs, other than training for internal auditors (courses run less than $1,000 per person), there was no additional start-up costs for these Coast Guard field offices to implement a process-based management system. Admittedly, you will need a “champion” for your system, but this person can be chosen from the best of your internal auditors; it could be you in fact! In my experience implementing a process-based management system, lots of imperfection was found. Along the way, however, internal auditors (and eventually the entire workforce) felt empowered to bring nonconformities to top management’s attention, and with each corrective action taken, employees’ trust in the organi- zation and conformity improved. Turns out, it wasn’t that expensive, we found time to improve as a matter of normal work, and we were perfectly ready to start. If you want to be great, start small with a process-based management system—but start! n About the Author Captain Lee Boone is the current Chief of the U.S. Coast Guard’s Office of Investigations & Casualty Analysis.  Before his last assignments in Huntington, WV and Tokyo, Japan he served in the Office of Commercial Vessel Compliance where, among other things, he was a member of the USCG/PVA Quality Partnership working group that created Flagship – a voluntary Safety Management System for domestic passenger vessels.
